National Environmental Education and Communication Strategy (NEECS).

The Vice President’s Office (VPO) in collaboration with the Ministry of Education and Culture
is honored to present to you the National Environmental Education and Communication
Strategy (NEECS). This Strategy has been developed to harmonize and facilitate effective
implementation of Environmental Education (EE) and communication processes with policies
and strategies that focus on sustainable utilization of natural resources as well as sound
environmental management in Tanzania. The new National Strategy for Growth and Reduction
of Poverty (NSGRP), better known by its Kiswahili acronym MKUKUTA, has recognized this
and includes environmental interventions to help achieve sustainable growth and poverty
reduction. This includes the implementation of the new Environmental Management Act (EMA
2004) which provides statutory direction regarding environmental awareness, education and
public participation in environmental decision making.

The need and importance of Environmental Education and communication has been
emphasized in various national policies and strategies, as well as various pronouncements from
international fora including the International Conference on Environment in Stockholm 1972,
UNESCO`s International, Environmental Education Conference in Tbilisi 1977, Brundtland
report of 1987, Rio Earth Summit of 1992 commonly known as the UNCED and the
Johannesburg World Summit on Sustainable Development of 2001.

Most European men descend from a handful of Bronze Age forefathers

Researchers determined DNA sequences from the Y chromosomes of 334 men belonging to 17 populations from Europe and the Middle East. The study shows that almost two out of three (64%) modern European men belong to just three young paternal lineage. Geneticists have discovered that most European men descend from just a handful of Bronze Age forefathers, due to a 'population explosion' several thousand years ago.

Trade facilitation


It looks at how procedures and controls governing the movement of goods across national borders can be improved to reduce associated cost burdens and maximize efficiency while safeguarding legitimate regulatory objectives. Business costs may be a direct function of collecting information and submitting declarations or an indirect consequence of border checks in the form of delays and associated time penalties, forgone business opportunities and reduced competitiveness.
Understanding and use of the term “trade facilitation” varies in the literature and amongst practitioners. "Trade facilitation" is largely used by institutions which seek to improve the regulatory interface between government bodies and traders at national borders. The WTO,in an online training package, once defined trade facilitation as: “The simplification and harmonization of international trade procedures” where trade procedures are the “activities, practices and formalities involved in collecting, presenting, communicating and processing data required for the movement of goods in international trade”.
In defining the term, many trade facilitation proponents will also make reference to trade finance and the procedures applicable for making payments (e.g. via a commercial banks). For example UN/CE FACT defines trade facilitation as "the simplification, standardization and harmonization of procedures and associated information flows required to move goods from seller to buyer and to make payment".
Occasionally, the term trade facilitation is extended to address a wider agenda in economic development and trade to include: the improvement of transport infrastructure, the removal of government corruption, the modernization of customs administration, the removal of other non-tariff trade barriers, as well as export marketing and promotion.

Genes may influence leadership in the workplace

A researcher has found that the dopamine transporter gene DAT1 can have both positive and negative effects on leadership in the workplace. The researchers found that people who had the 10-repeat allele in the dopamine transporter were most likely to engage in adolescent mild rule-breaking behavior, which is positively associated with leadership. Such mild rule-breaking behavior may include actions such as skipping class, but it is not serious deviant behavior such as shooting.

David Cameron says he will not give up on his immigration target despite net migration to the UK reaching its highest level for a decade.
Net migration rose by 50% to 318,000 last year - with sharp increases from inside and outside the EU.
A total of 641,000 people moved to the UK in 2014, the Office for National Statistics said.
But the PM said he would not "cave in" and abandon his target of reducing net migration below 100,000.
In a speech at the Home Office, he said the Liberal Democrats had held back Conservative attempts to reduce numbers during the last parliament and unveiled a string of measures aimed at curbing illegal working.
Central to these are new plans to seize the wages of illegal workers as proceeds of crime in an attempt to reduce the numbers.

However, the scale of the challenge facing ministers in reducing levels of legal immigration was highlighted again by a net migration rise the size of the population of Coventry.
The figures measure the difference between the numbers of people moving the UK for a year or more and those leaving the UK for a year or more.

Seymour Hersh's OBL fantasy

The latest "investigative" reportage of Seymour Hersh about US President Barack Obama's version of Osama Bin Laden's assassination in the Pakistani garrison city of Abbottabad has raised more questions than answers. Washington's official version of OBL's liquidation was reminiscent of the cover-up story about the arrest of Iraqi President Saddam Hussein years ago.
Later, the US narrative was contradicted. Whether true or otherwise, both high profile events fuel scepticism about the stories the world's sole superpower tries to sell to the world. Both journalists and the general public remain hungry for credible accounts of such episodes.
Like Saddam's arrest, Washington opted to mislead and misinform the world about the circumstances relating to OBL's eventual elimination through a clandestine marine operation. Ironically, many established journalists get lured into creating fiction or reporting hearsay as the "inside story".

Qualities of a PR Practitioner




Public Relations involve the projection and management of image of an entity. It therefore follows that to be effective a PR practitioner should posses certain knowledge and qualities.

First and foremost the PR practitioner should have a theoretical as well as practical understanding of communication. As a foremost communicator, he must plan and execute communications that reveal, explain, defend and promote his  organization’s, policies.

The PR practitioner must know how to write well, where to place what he has written and in what appropriate form i.e. newspaper articles, news story, letter, brochure, etc. Apart from written communication, the PR practitioner must be prepared to operate in whatever media appropriate to his communication objective in a professional manner.

A PR practitioner must have a strong, active, ethical and moral code to guide him in
his every day work.

A PR practitioner must have good knowledge of attitude and behaviour change. He
must have a good grounding in the methods of understanding and predicting human
behaviour. He must have enough knowledge of such disciplines as psychology and
Sociology.

Reputation – A PR practitioner should be irreproachable and maintain high reputation in matter relating to moral and material integrity. He must possess leadership qualities and radiate confidence even when he himself is not too certain of the outcome.

A PR practitioner must display unalloyed loyalty in all situations and at all times to
his organization. Habit of cleanliness.

Good education – the PR practitioner must be an all-rounder. A basic knowledge in
business administration is necessary for effective public relations programming.
