Air chief calls on defence minister of Tanzania

ISLAMABAD – Chief of the Air Staff, Pakistan Air Force (PAF), Air Chief Marshal Tahir Rafique Butt on Friday called on Dr Hussein, Defence Minister of Tanzania.

Both the dignitaries remained together for some time and discussed matters of defence and military cooperation, said a PAF press release issued here. The air chief assured the Defence Minister of Tanzania of enhancing military cooperation between the two countries in general and the two air forces in particular. Later on souvenirs were also exchanged between the two dignitaries at the occasion. The air chief is on an official visit to Tanzania on the special invitation of Tanzanian Air Force.

The qualification of Palestine to join International Criminal Court


One of the qualification is the interest of justice ICC chief prosecutor Fatou Bensouda has previously said that the upgrade means Palestine now qualifies to join the Rome Statute based in The Hague, the ICC can prosecute individuals accused of genocide, crimes against humanity and war crimes committed since 1 July 2002, when the Rome Statute came into force.
Another qualification is Palestine can stand as a state in order to determine whether “Palestine” is indeed entitled to agree to the court, Bensouda will likely launch a process of consultations, over the course of which she might seek to deliberate the question with other countries and international bodies.
Some experts are convinced that the ICC will immediately accept the Palestinians’ application, since it has already hinted that it would consider Palestine a state if the United Nations General Assembly recognized it. On November 29, 2012, the GA overwhelmingly voted in favor of granting the “State of Palestine” nonmember state status. This suggests that the ICC will also treat the PA similarly.
Once it is established that Palestine is indeed a member of the court, and once it files complaints against Israelis, the prosecutor can decide whether to launch a preliminary examination into the accusations. She is by no means obligated to do that, and might decide not to touch the issue at all.

Zanu PF must respect rule of law.



HARARE – More than a dozen European Union envoys and business delegations that visited Zimbabwe in the last few months have insisted that the Zanu PF-led government must respect the rule of law if the country is to fully normalize relations with the international community.

As such, it is critical for President Robert Mugabe and his government to listen to these voices of reason and lead from the front by respecting the rule of law and property as well as human rights.
Since the advent of the land reform exercise in the year 2000, the Zanu PF government has been acting with impunity, recklessly trampling on human and property rights of its citizens as well as those of foreigners.

It is internationally acknowledged that no country can receive financial assistance unless and until it starts to respect the rule of law and this is free advice that government has been getting from all quarters.

PUBLIC SPEAKING, Public speaking is the process of designing and delivering a message to an audience. For that reason effective public speaking involves understanding your audience and speaking goals, choosing elements for the speech that will engage your audience with your topic, and delivering your message skillfully. Good public speakers understand that they must plan, organize, and revise their material in order to develop an effective speech. (Michelle J. Dyett)

Public speaking refers to the process of speaking which follows structured manner that intends to inform, to persuade and to entertain. While public speaker refers to a person who delivers speech or, lecture to the group of people in a structured, deliberate manner intended to inform, influence or entertain the audience.

 Public speaking is commonly understood as face to face speaking between individuals and audience for the purpose of communication .It is closely allied to presentation although sometimes the latter is more often associated with commercial activities of the time public speakers aiming to persuade the audiences. Public speaking performs the following roles;
1. It persuade (convince audiences to react on new message)  
2. It informs about danger, news, and climatic change
3. It Entertains (comedy or jokes)
But in order to make effective speech the following elements of communicating are necessary to be considered;
1) Channel
2) Message.
3) Receiver.
4) Feedback.
The above elements of communication help a speaker to determine his/her audience especially when there is feedback. After all it is very important to determine the appropriate media pass or to use when presenting the speech to a given society.  Key issue to note as a public speaker it is the biggest concerns that some people have with the interactional model of communication. It tends to place people into the category of either source or receiver with no overlap. Even with Schramm’s model, encoding and decoding are perceived as distinct for sources and receivers. On top of that, the interactional model cannot handle situations where multiple sources are interacting at the same time.
Protocol is the etiquette of diplomacy and affairs of state. Also is an international agreement that supplements or amends treaty. On the other side rule which describes how an activity should be performed, especially in field of diplomacy.
                                      On the other hand
A protocol is a set of rules and formats that govern the communication between communicating peers. A protocol is necessary for any function that requires cooperation between peers.

  Protocol, can be simply defined as regulation and customs and formality or preselected and etiquette on ways things are run in national state government and organization. In any  society or organization there is the ways which individuals conduct their activities, sometimes protocol can be observed since the activities started to run in the community or in a nation.
  Diplomatic Protocol’s, refers the way which cares about procedures precelence, customs, tradition, etiquette and regulation which is conducted in a particular nation. Diplomatic dealing with careering the status core and special behavior in a particular society. Diplomatic is highly dealing with the quest of honor, how interstate conflicts are solved; in briery it is all about national and world wide. The state visit can be taken as a good example for a diplomatic protocol from the first stage when receiving the guest up to the last stage when he/she go to rater to the  prepared room for him/her to sleep. It is very important to put in our mind that diplomacy is all about the tactical way, an intelligent way of managing relation between nations.

Diplomatic services and governmental fields of protocols are often unwritten guidelines. Protocols specify  the proper  and  general accepted behavior in matters of state  and diplomacy, that shows, and appropriate the respect  to a head  of state, ranking diplomats  in chronological order  of their  accreditation  at court and  so on  said ” John Hopkins.”
Things to put into consideration when preparing public speaking to enhance diplomatic protocol.
 Record yourself before presentation, this can helping by doing the practice before the presentation to the audience do you want to entertain, information, persuade or to educate? Preparing yourselfer it is better than looking into the mirror, so much than writing down on the paper. By the time you will be record yourself make sure  you repeat again and again as much as you can in order  to choose the best record that you  are going to presenting to the mass of  audience  and try your  level best to  manage the time especially  in30 seconds of  introduction.
Ethics, The study of ethics in human communication is hardly a recent endeavor. One of the earliest discussions of ethics in communication (and particularly in public speaking) was conducted by the ancient Greek philosopher Plato in his dialogue Phaedrus. In the centuries since Plato’s time, an entire subfield within the discipline of human communication has developed to explain and understand communication ethics.  
Battling Nerves and the Unexpected
One of your biggest concerns about public speaking might be how to deal with nervousness or unexpected events. Some people are not joking when they say they would rather die than stand up and speak in front of a live audience. The fear of public speaking ranks right up there with the fear of flying, death, and spiders. Even if you are one of the fortunate few who don’t typically get nervous when speaking in public, it’s important to recognize things that can go wrong and be mentally prepared for them. Speaking confidently involves knowing how to deal with these and other unexpected events while speaking. The fact is that it is normal reaction good speakers can get nervous just as poor speakers do.  


Telling a joke or two is always a good way to begin a speech. Humor is some of the toughest material to deliver effectively because it requires an exquisite sense of timing. Nothing is worse than waiting for a laugh that does not come. Moreover, one person’s joke is another person’s slander. It is extremely easy to offend when using humor. The same material can play very differently with different audiences. For these reasons, it is not a good idea to start with a joke, particularly if it is not well related to your topic. If you insist on using humor, make sure the “joke” is on you, not on someone else. Another tip is never to pause and wait for a laugh that may not come. If the audience catches the joke, fine. If not, you’re not left standing in awkward silence waiting for a reaction.
Avoid creating fake imagination such as imagining that the audiences are naked. This tip just plain doesn’t work because imagining the audience naked will do nothing to calm your nerves. The audience is not some abstract image in your mind. It consists of real individuals who you can connect with through your material. To “imagine” the audience is to misdirect your focus from the real people in front of you to an “imagined” group. The fact is that what we imagine is usually more threatening than the reality that we face.
Any mistake means that you have “blown it.” We all make mistakes and there is common say that “We learn from our past mistake or others mistake.” What matters is not whether we make a mistake but how well we recover. We usually hear people making a mistake when talking to each other for example one may be herd say,” bad fiend is one who cares about you.” instead of saying,” best friend”. Make sure that soon after the audience stopped laughing at you for the mistake have done, you remark that, “Well, I guess the best friend now!”  You just have to make an effort to relate to the audience naturally and be willing to accept your mistakes.
Avoid memorizing and too much reading of speech. Memorizing your speech word for word will likely make your apprehension worse rather than better. Instead of remembering three to five main points and sub points, you will try to commit to memory more than a thousand bits of data. If you forget a point, the only way to get back on track is to start from the beginning. You are inviting your mind to go blank by overloading it with details. In addition, audiences do not like to listen to “canned,” or memorized, material. Your delivery is likely to suffer if you memorize. Audiences appreciate speakers who talk naturally to them rather than recite a written script.

Avoid nervous, the research has shown that audiences do not perceive the level of nervousness that speakers report feeling. Most listeners judge speakers as less anxious than the speakers rate themselves. In other words, the audience is not likely to perceive accurately the level of anxiety you might be experiencing. Some of the most effective speakers will return to their seats after their speech and exclaim they were so nervous. Listeners will respond, “You didn’t look nervous.” Audiences do not necessarily perceive our fears. Consequently, don not apologize for your nerves.     
Timing, a good persuader or public speaker must train him/herself on how to manage the time simply because time management is essential tool in persuasion and public speaking no matter how you speak from experience and revealing the speech which is packaged with evidence or having possessed good techniques of public speaking time management is much needed your speech must accede 30 minutes if it long let not be not more than 45 minutes. The shorter the speech is the better the chances you hold the audience’s attention.
Get ready for questions, even awkward question; make inner research about the topic your about to reveal and do not answer any question which you have no evidence or data with because one may ask question just to trap you. Tell them to see you after presentation but should not be more than once be ready to answer the next question.
 It is wisdom for a public speaker to be natural; you should always be how your and not somebody else. In term of pronunciation, dressing style, body movement, body languages like eye contacts, pretending to speak like so body else. Not only that but also it is wise to avoid unnecessary movement is better to position yourself where every no will see you. But most of all learn how to pronounce words properly in order to avoid ambiguity or to not understand. For that case avoid mother tongue effects.






 Dressing properly; Better to avoid over dressing (Warring too expensive cloth or shining clothes) over makeup. Dress properly in related to the audience you are talking to. Dressing style is a thing to be considered by the public speakers; sometimes the audience starts to criticize you because of your improper dressing even before you start the speech and this will much depend on environment .Therefore in order to escape this problem as a public speaker dress properly. In public speaking many people fails to dress properly and this leads to the breaking of the content which expected to be t received clearly by the audiences. In diplomatic protocol dressing style means a lot we are supposed to dress in relevant to the event.
Telling a story for maximum impact, it very important cheap in the educative story into your speech so as to make it more interesting. It is true that there some speakers who bores the to their kind of speeches which are long and carries no jocks to entertain the audiences.
Public speaking require more formal language, It is wise to remember that inform vocabularies like Slang, jargon, and placing grammar where are not supposed to be use it affects the credibility of your speech. Therefore as pubic speaker and diplomatic practicing, use of form vocabularies and correct grammars are essentials factors to be observed.
Public speaker should know culture of target audience, knowing the culture of the targeted audience help the public speaker to prepare the speech which is very attractive and relevant to the environment of where is about to be revealed. If is a state visit it will help speaker to prepare the sweet able speech to both side too visitors and natives. Good example is Hon. President of United State of America Barak Obama to the mass of audience from four corners of the world who attended funnel ceremony of the famous ant apartheid rate Nelson Mandera when he used Zuru word Omundu the mass loudly shouted because  happiness they were amazed to hear Obama speaking a zuru word.




The rules and regulation of the specific environment should be observed, Any speech should follow under the ethics of a given society or community where the speech is about to be revealed. Not only that but also it is very important to make sure that protocol is observed when beginning your speech. Also make sure diplomacy has observed in welcoming the guest and had taken the sit in place where they supposed to sit. Hence this well organized style may encourage much attention to speaker when presenting a speech or any talk in front of mass. In briery without regulation it may be not easy to control the behavior of audience also any action that observed during presentation or a speech delivering to them.
INCONCLUSION,
It is my hope that if the discussed above factors will be considered by the public speakers, will give them a boost to start their journey toward effective public speaking. Although Technology can also help public speakers to reach audiences that were not possible to reach in the past. Good example is the last lecture of Randy Pausch. Millions of people heard about his “Last Lecture” online. In this captivating speech, Randy Pausch, a Carnegie Mellon University professor who retired at age forty-six after developing inoperable tumors, delivered his last lecture to the students, faculty, and staff. This inspiring speech was turned into a DVD and a best-selling book that was eventually published in more than thirty-five languages. In today’s world, we are constantly bombarded with messages both good and bad. No matter where you live, where you work or go to school, or what kinds of media you use, you are probably exposed to hundreds, if not thousands, of advertising messages every day. Researcher Norman W. Edmund estimates that by 2020 the amount of knowledge in the world wills double every seventy-three days. Because we live in a world where we are overwhelmed with content, communicating information in a way that is accessible to others is more important today than ever. Like the bee gathering honey from different flaws also as a wise speaker we should accept the essence of different materials about public speaking, protocol, and diplomatic protocol but see only best advice from all.
